In the city of Portsmouth, the Norfolk Naval Shipyard is an active and historic U.S. Navy facility which is frequently referred to as the Norfolk Navy Yard which is truly situated within the city of Portsmouth as opposed to Norfolk. The name "Norfolk" was chosen in order to avoid confusion with the city of Portsmouth, New Hampshire. This is where a naval shipyard previously existed once the Virginia facility initially opened. The shipyard repairs, rebuilds and remodels all kinds of Navy ships.

The city of Portsmouth sits along the Elizabeth River, directly across from Norfolk. The city of Portsmouth offers numerous miles of waterfront land and is part of the Hampton Roads harbor. Between Olde Towne Portsmouth and Downtown Norfolk, there is a ferry boat which brings riders to and from across the water.

Portsmouth was established by a shipbuilder called John Wood who saw the site as a fantastic site to construct ships. He petitioned England's King James I for a land grant and almost immediately after, the neighboring area was settled as a plantation community.

During the year 1752, Portsmouth was established as a town by an act of the Virginia General Assembly on behalf of Col. William Crawford. He was a wealthy merchant and a ship owner who dedicated the 4 corners of High and Court streets for a market, a church, a jail and a courthouse. The township was named for Portsmouth England. The area called Old Towne features one of the largest collections of historically important homes between Virginia, Charleston, Alexandria and South Carolina. The AME or also called Emanuel African Methodist Episcopal Church is situated within Olde Town and was built by many slaves and free men. It is the oldest African American church in the city of Portsmouth and the second oldest building within Portsmouth.

The Pass House is a historic building in Portsmouth, built during the year 1841 by Judge James Murdaugh. There are many other historic buildings in the city which were occupied by Union troops from 1862 until the year 1865. Regulations by federal forces required residents of Portsmouth to obtain a written pass to travel across the Elizabeth River and places beyond. These passes were issued from the English basement and that is how the name "Pass House" came about.

The city has a rich history as a port town. The Olde Towne Business and Historical District is found within the downtown area and there has been a combination of redevelopment and conservation underway there. For example, the Hawthorn Hotel and Suites, situated at the Governor Dinwiddie Hotel, was closed for more than ten years before being reopened during the year 2005 after being renovated and reopened. This particular building has been recognized by the Historic Hotels of America. This is a program of the National Trust for Historical Preservation which identifies hotels that maintained their historical integrity, ambiance and architecture. The society also provides resources for their preservation.
